WithLuciferafter Maze was discovered to be on Earth in her own body and Constantine was shown to be able to travel between Earth and HellLegends of Tomorrow Staffel 4That seemed like a likely assumption.

This theory, while valid, was directly refuted by the events of theLuciferSeason 3 Flashback Episode "City of Angels?" who discussed the details of how Mazikeen came to earth. After Lucifer's brother Amenadiel was stolen by his necklace and the wrath of God asked Lucifer for help, Lucifer "went down again" to Hell and brought Mazikeen to Earth so that Hell's best torturer could help them interrogate a suspect. With the possibility of Constantine being recruited as the eliminated Celestial Uber, it begs the question of what Constantine could do that the devil couldn't. This is a remarkably limited list as Lucifer is arguably the most powerful being on earth from him other than his father, God himself. However, for allPowers and abilities that Lucifer hasas Archangel and Guardian of Hell, despite his rebellious nature, he is still limited in his actions.

The ban on demonic travel to Earth is an excellent example of how Lucifer's powers are concentrated and how angels and demons are restricted by God's decrees. Even when the demons of Hell began to rebel against Lucifer's rule and conspired to make Amenadiel's son Charlie the new King of Hell, they were still bound by the law that only allowed them to come to earth with corpses. This indicates that it was God's will, not Lucifer's, that imprisoned the demons in hell.
